Billings was murdered on Sunday morning in the parking lot of the Lowe's, located on the 6900 Block of State Avenue.
Lingenfelser was charged with first degree murder.
He's currently in the Wyandotte County Jail in lieu of a $750,000 bond.
He's innocent until proven guilty.
